Record  Certified payroll reports for public-works subcontractors

Your weekly certified payroll, prepared and checked against the wage determination. You review and sign.

Every week {{BRAND}} builds your certified payroll from your own payroll records: the WH-347 or your state's form, and your GC's own spreadsheet if they insist on one. We check each worker's classification, rate and fringe against the job's wage determination and flag short rates, missing fringes and apprentice ratios. A person checks every line. You sign the statement of compliance.

  • No card needed
  • You sign every report, we never do
  • Your records stay yours
Week ending 4 Oct · Job 26-0148 workers
FixWorker 03 has no fringe line. The determination requires $21.80/hr: $828.40 for 38 hours
FixWorker 05 moved up a step on 28 Sep. Rate still at the old step: $128.40 short
AskWorker 06 is paid as a laborer, but timecard notes say pipe laying on Tue and Wed

The problem

The same week gets typed three times. The rates get checked by hand.

Every GC wants it their way

Payroll, then the state portal or the WH-347, then the GC's own custom spreadsheet. Same hours, same workers, keyed in again each week for each job.

The rate check is manual

Apprentice classifications, prevailing-wage rates, fringe amounts and progression dates all have to match the wage determination. Your payroll export usually doesn't show hours split by job and classification.

Your signature is on it

A short base rate or a missing fringe turns into back wages, and the statement of compliance has your name on it. A tired Friday afternoon is the wrong time to find that out.

Caught before you sign, a missing fringe is a payroll correction. Caught later in a review, it can mean back wages and a withheld payment. {{BRAND}} costs less than hiring someone for the weekly reports, and you don't have to train anyone on wage determinations.

How it works

Three steps. Your next payroll week is the trial.

Send the job and the week

Once per job: the wage determination from your contract, and your apprentice registrations. Each week: your payroll register and the hours by job and classification, from QuickBooks, Gusto, ADP, Paychex, Foundation or a plain Excel sheet.

We prepare and check

We build the WH-347 or your state form, and your GC's spreadsheet if there is one. A person checks every worker's classification, base rate, fringe, overtime and apprentice step against the wage determination, and drops anything we can't back up.

You review and sign

You get the reports and a short list of what to fix or confirm. Once you or your signer approve, we upload to LCPtracker or your agency's portal if you've given us access. The signature is always yours.

What changes hands

What you send, and what you get every week

You send

  • Once per job: the wage determination, and the contract page that names your GC and portal
  • Once per apprentice: the program, the date registered and the step schedule
  • Once: how each fringe is paid (cash, or contributions to a plan), and the plan details
  • Each week: payroll register or export, with hours by job and classification
  • Each week: the foreman's notes on who did what work, if classifications change mid-week
  • Employee ID or last four digits of the SSN. Never the full number, never bank details

You get (within one working day of your data)

  • The WH-347 or state form for each job, ready for your signer
  • Your GC's spreadsheet, filled in from the same data
  • A short "fix before you sign" list, with the workers, hours and dollars
  • A short "please confirm" list for classification and ratio questions
  • No-work weeks handled, so nothing is missed on a quiet job
  • Every report in your own folder, week by week
  • A real person to reply to: {{FIRST_NAME}}

Subject Week ending 4 Oct, Job 26-014: 3 fixes before you sign, 2 questions, 4 workers clear

Fix before you sign (3) · $1,000.80

  • Worker 03 · operating engineer, 38 hours: no fringe in the export. Required $21.80/hr. If this was paid into a plan, send the contribution record. If not, the determination needs it paid as cash. $828.40
  • Worker 05 · apprentice laborer, 40 hours: moved to the next step on 28 Sep (70%, $22.47/hr). Payroll still paid the old step ($19.26/hr). $128.40
  • Worker 02 · laborer, 40 hours: base paid $31.00/hr, determination says $32.10. $44.00

Please confirm (2)

  • Apprentice ratio · Workers 04 and 05 (apprentice laborers) worked Tue and Wed with one journey-level laborer, Worker 02, if Worker 06 was laying pipe those days. Please check this against your registered program's ratio. If the ratio wasn't met, the extra apprentice hours may need the journey-level rate.
  • Worker 06 · paid as a laborer ($46.60/hr with fringe). Timecard notes say "laying pipe" on Tue and Wed. Pipelayer is $57.65/hr on this determination. Which classification applies is your call. Tell us and we'll update the report.

Checked and matches

  • Workers 01, 04, 07 and 08: classification, base rate, fringe and overtime match the determination.

Attached

  • WH-347, Job 26-014, week ending 4 Oct (draft, with the fixes above not yet applied) and GC A's spreadsheet for the same week.
Certified payroll is typically due about 7 days after the payday for that week, unless your contract or state rules say otherwise. Reply with corrections and we'll update the reports.

The check behind it: what was paid and what the determination requires

In your folder, each line links to the wage determination page and the payroll rows behind it. Workers 07 and 08 match and are left out here. Sample with made-up numbers.

For context: LCPtracker's LCPcertified lists about $12 per report if you enter and check the data yourself. A full-time offshore assistant costs about $500–1,400 a month, plus the time to train and check them. The one in-house certified payroll administrator job we found advertised $71,000–78,000 a year.
What we don't do: sign your statement of compliance, run payroll, pay wages or fringes, decide a worker's classification, or give legal advice. We are not a payroll provider, law firm or accountant.

Questions

FAQ

Who are you?

{{BRAND}} is run by {{FIRST_NAME}} in Dhaka, Bangladesh. The work runs on email and shared files. Our day starts as yours ends: send your payroll data by the end of your day and we aim to have the reports back within one working day.

What access do you need?

Files, not logins. You email the payroll register, hours by job and classification, and the wage determination, or drop them in a shared folder. For LCPtracker or a similar portal, you add us as a user under your own account where the portal allows it, or you upload the finished reports yourself. We never need your payroll system login, your bank or your email.

Is my data safe?

Payroll records name your workers and show their pay, so we ask for as little as we can. Names, an employee ID or the last four digits of the SSN are enough. Never the full number or bank details. Everything is kept in our Google Workspace account with 2-step login and seen only by the person working on your account. It is never shared or sold, and is deleted within 7 days if you leave. We use it only to prepare your reports, act only on your instructions, and will sign a data processing agreement and your NDA. Ask for our one-page data promise.

Is this software or people?

People, with good tools. Software helps us read your payroll files and work out what each line should be under the determination. A person checks every worker, every rate and every fringe before a report goes to you. If we can't point to a line in the determination and a number in your payroll, it goes on the "please confirm" list, not the "fix" list.

Which forms and portals do you cover?

The federal WH-347, and your state's form or portal file where your state has one. We upload to LCPtracker, or a similar portal, if you've given us access. Your GC's own spreadsheet is filled in from the same data. Tell us your state and portal in the form, and we'll confirm before the trial that we can do your first job. This is for US public-works jobs only: federal Davis-Bacon and state prevailing-wage work.

Who decides a worker's classification?

You do. We compare the classification on your payroll with the work on your foreman's notes and with the determination, and we flag differences. Apprentices must be registered in a program that qualifies for the job, and the ratio comes from that program. We flag a possible problem and you decide. We read the wage determination as written and don't give a legal view.

What don't you do?

We don't sign your statement of compliance, run payroll, pay wages or fringe contributions, prepare union benefit remittance reports, file anything in your name, or give legal, tax or accounting advice. We don't deal with your GC or the agency unless you ask us to. The signed statement is a legal declaration by your company, so someone with authority at your company reviews and signs every report. This is a preparation and check, not a payroll audit, and we can't promise an agency won't find an error.

What happens after the free trial?

Pick a plan or stop. Either way, every report and file we made is yours. You keep the official record. Federal rules typically expect contractors to keep certified payroll records for three years after the job, and state rules can differ, so we hand everything back in your own folder.

How do I pay?

A monthly invoice that you can pay by bank transfer (US ACH) or by card.
